How much does it cost to live in Portugal?
Rent is by far the biggest cost in Portugal, and Lisbon is in a league of its own: the same flat costs more than twice as much there as in Braga. Here’s what a typical household spends, using 2026 figures.
In 30 seconds
- Typical asking rents for a 2-bedroom flat run from about €860 a month in Braga to €2,010 in Lisbon. Rents rose 6.1% across Portugal in the year to September 2026
- Monthly public transport passes cost €30 to €40 in most places. Electricity for a couple averages under €40 a month on the regulated tariff
- VAT (IVA) is 23% on the mainland, 22% in Madeira and 16% in the Azores, with lower rates for basics
Rent by place
Rents are quoted per month. These are typical asking rents for an unfurnished flat, worked out from idealista’s September 2026 median asking rent per square metre in each city, applied to a typical 80m² two-bedroom flat (in Portugal a T2) and scaled for other sizes. They are the figures our calculators use. They are market estimates, not official data, and new contracts in central or sea-view areas often cost more.
| City | € per m² | 1-bed (T1) | 2-bed (T2) | 3-bed (T3) |
|---|---|---|---|---|
| Lisbon | €25.10 | €1,550 (about £1,310) | €2,010 (about £1,700) | €2,270 (about £1,920) |
| Porto | €19.00 | €1,170 (about £990) | €1,520 (about £1,290) | €1,720 (about £1,460) |
| Funchal (Madeira) | €16.80 | €1,030 (about £870) | €1,340 (about £1,140) | €1,520 (about £1,290) |
| Faro (Algarve) | €14.80 | €910 (about £770) | €1,180 (about £1,000) | €1,340 (about £1,140) |
| Coimbra | €12.80 | €790 (about £670) | €1,020 (about £860) | €1,160 (about £980) |
| Braga | €10.70 | €660 (about £560) | €860 (about £730) | €970 (about £820) |
Faro city is cheaper than the Algarve as a whole: the Algarve’s median was €20.80 per m² in September 2026, after a 15.2% rise in a year, so coastal towns cost more than our Faro figures. With a written agreement a landlord can ask for a deposit (caução) of up to 2 months’ rent and up to 2 months’ rent in advance. See Where in Portugal should we live? and How do deposits and rental contracts work?
Bills
In most rentals you pay your own electricity, water, gas and internet.
| Bill | Typical cost | Notes |
|---|---|---|
| Electricity, couple | About €38 a month | Regulated tariff from 1 October 2026, 3.45 kVA, mainland. Many free-market deals differ |
| Electricity, family of 4 | About €98 a month | Regulated tariff, 6.9 kVA |
| Home fibre internet | From €10 to about €45 a month | DIGI from €10 where it has its own fibre; MEO, NOS and Vodafone roughly €27 to €45, often on 24-month contracts |
| Mobile (SIM only) | About €4 to €10 a month | Low-cost brands are cheapest |
Our calculators allow €100 a month for electricity, water and gas in a flat and €170 in a house, plus €25 for internet and €10 per mobile. Heating in winter can push bills up; see What are the cooler months like, and how do we make the most of them?
Tax on what you buy (IVA)
Portugal’s VAT is called IVA, and shop prices include it. Madeira and the Azores set their own lower rates.
| Rate | Mainland | Madeira | Azores | Examples |
|---|---|---|---|---|
| Normal | 23% | 22% | 16% | Most goods and services |
| Intermediate | 13% | 12% | 9% | Items on the official List II, such as tickets for concerts, theatre and cinema |
| Reduced | 6% | 4% | 4% | Items on List I, such as many basic foods, medicines and hotel stays |
Which rate applies depends on the product and where the sale takes place.
Food and eating out
Portugal’s household budget survey (INE, 2022/23) found that the average household spent €23,900 a year, of which €3,091 went on food. Our calculators allow €150 a month per adult and €90 per child for food at home, allowing for price rises since then. See Food shopping and eating out.
| City | Meal, inexpensive restaurant | Dinner for two, mid-range |
|---|---|---|
| Lisbon | €12 | €50 |
| Porto | €10 | €50 |
| Braga | €11 | €47 |
| Faro | €12 | €38 |
These are crowd-sourced Numbeo prices from June 2026, so treat them as a rough guide. A fixed-price lunch (prato do dia) at a local café is often the cheapest way to eat out.
